Under current law, law enforcement may use deadly force anytime they perceive a serious threat, whether there were other non-lethal alternatives to addressing the situation or not. AB 931 would prohibit law enforcement officers from using deadly force if there are reasonable alternatives available and if there is no imminent threat to the officers.
