(Frazier) Revenue & Taxation: 5-3-1

 

Currently, the California Constitution allows for a special tax to fund local transportation projects if 66.6% of voters in a city, county, or special district approve the tax. Many cities and counties throughout the state are underfunded, creating challenges in fixing these aging systems. ACA4 would have amended the California Constitution to allow cities, counties, and special districts to impose special taxes (including sales and parcel taxes) to fund local transportation projects with 55% approval, rather than 66.6%. This reduction in voter threshold would make it easier to create increases in revenue to be dedicated to transportation purposes.
