To sidestep taxation and domestic labor laws, corporate CEOs have removed manufacturing jobs from the United States in record numbers over the last decade. These departures have had an adverse impact on the economy and on training opportunities for trade workers. To reaffirm California’s commitment to creating domestic jobs, AB 848 mandates that University of California and California State University must use contracted service providers who certify that their work will be performed solely by workers within the United States, and that no training will be provided to foreign workers. (This bill is now law.)
